Vision Statement

Park County Libraries: Inspiring, Enriching and Empowering

 

Mission Statement

The libraries of the Park County Library System (PCLS) endeavor to provide the people of Park County with the power that information brings. PCLS provides welcoming places for intellectual stimulation, personal enjoyment, and the discovery of ideas using traditional and emerging technologies.

 

Board of Trustees By-Laws

Article I. Name, Membership and Responsibilities

1. The name of this organization is the Board of Trustees of the Park County Library System, Cody, Wyoming. The Board shall have those duties and responsibilities authorized by the Wyoming Statutes, 2001 Edition, Section 18-7-101 et seq. to include amendments and additions which may be added in the future.

 

2. The Board of Trustees is composed of five (5) trustees appointed by the Park County Commissioners from three separate areas of Park County. Two trustees shall be appointed from the Cody service area; two trustees shall be appointed from the Powell service area; and one trustee shall be appointed from the Meeteetse service area. If an appropriate application is not received from the service area for the board position that is open, the commissioners will make the appointment from the applications received. When the next board opening occurs, applications will be considered for the service area not having the number of board members as outlined above. A trustee may be appointed for two full consecutive three (3) year terms and shall not be eligible for reappointment until two years after the expiration of his/her second term.

 

3. The County Commissioners may remove any trustee for misconduct or neglect of duty. Vacancies on the Board of Trustees shall be filled by the County Commissioners for the balance of the unexpired term created by the vacancy.

 

4. Trustees serve without compensation except that necessary traveling and subsistence expenses incurred may be paid from the board expenses category of the library budget.

 

Article II. Meetings

1. The Board shall meet at least ten (10) times per year at a time and location set at the July meeting each year which will be considered to be the annual meeting. The time and location may be changed as needed by a majority vote of the Board. The Board will abide by all requirements of Wyoming Law regarding open meetings.

 

2. Special meetings may be held at any time when called by the Chair, or at the request of three (3) members. All members must be notified at least twenty-four (24) hours in advance of a special meeting.

 

3. Officers shall be elected at the annual meeting.

 

4. A quorum of the Board consists of three (3) members.

 

5. Robert’s Rules of Order, latest revision, shall govern the proceedings of the Board and of its committees to the extent applicable with the exception that the chairperson shall be allowed to vote on every issue.

 

Article III. Officers and Duties

1. The officers of the Board shall be a Chair, Vice Chair, Treasurer and a Secretary. The Board may name such other officers as it deems necessary.

 

2. Officers are elected annually at the regular meeting of the Board in July and shall take office in July to serve for one (1) year.

 

3. The Chair shall conduct all regular and special meetings of the Board.

 

4. The Vice-Chair shall preside over the meetings in the absence of the Chair.

 

5. The Treasurer shall conduct financial transactions as directed by the majority vote of the Board.

 

6. The Secretary shall be responsible for the minutes and official correspondence of the Board.

 

7. The Board of Trustees may function as a committee of the whole without appointment of standing committees.

 

8. The Board may establish standing committees which shall make regular reports. Membership on a standing committee shall be for one year by appointment of the Chair. (If the Board wishes to establish standing committees, such committees may be listed and defined by the by-laws.)

 

9. Special committees may be authorized and appointed by the Chair for special, limited purposes and shall serve only until completion of the assignment.

Article IV. Library Director

1. The Board shall retain a qualified Director who shall administer policies adopted by the Board; employ, direct and supervise staff members; prepare required reports; recommend policies and procedures and promote effective library service

 

2. The job description of the Library Director shall be given to each board member. It and all other job descriptions shall be filed in the Director’s office.

 

Article V. Adoption or Amendment of By-Laws

1. Amendments to these By-Laws or any policy documents of the Board may be adopted by a majority vote of members of the Board present at a regular meeting subsequent to notification of the proposed change.

 

Article VI. Order of Business for a Regular Meeting

1. Parliamentary procedure is the accepted method of conducting business that allows everyone to be heard as part of an orderly process. Robert’s Rules of Order, latest revision, is normally used as the basis for parliamentary procedure.

 

2. The order of business for each regular meeting of the Board shall include the following, not necessarily in the order listed:

 

  • Call to order, (record the time)

  • Roll call, (record members present, members absent, and guests)

  • Consent Agenda

  • Director Updates

  • Staff Updates

  • Monthly Budget Reports

  • Old Business

  • New business

  • Setting of time, date and place for next meeting

  • Adjournment, (record the time)

 

These By-Laws may be amended by a majority vote of all members of the Board at regular or special meetings thereof.

 

 

 

 

 

Circulation

Eligibility

Each resident of Park County is eligible for one (1) free library card. A resident is defined as any person who resides in Park County or who pays property taxes in Park County. Some verification of Park County residence will be requested upon registration.

 

According to the WYLD Card Policy, Wyoming patrons are allowed to borrow from any WYLD library, regardless of residence, if they meet the following criteria:

 

  • Are at least 18 years old (or younger, if approved by the lending library).

  • Have a patron record in WYLD, and a Wyoming library card.

  • The lending library may accept photo ID in lieu of a library card if the photo ID contains information matching the patron record.

  • The Park County Library System reserves the right to deny check-out privileges to anyone whose borrower card is not in good standing with the issuing agency.

 

Specific rules apply to each patron category.

 

Juvenile

A juvenile resident (up to age 18) is required to have a parent or legal guardian sign his/her application. This adult must produce verification of resident status. This signature shows the parent/guardian recognizes and accepts his/her responsibility for materials that the juvenile reads and views (in print, online, or on-screen) both in the library and what is checked out to read or view at home. This signature also implies the parent/guardian assumes all responsibility for damaged or lost materials. Signature exceptions may be made if the juvenile is married or living on their own. Meeteetse library is also a school library and cards are issued to each enrolled student. Students, and their parents/guardians, are still responsible for damaged or lost materials.

 

Non-Resident

A non-resident is defined as any person whose permanent residence is not in Park County and who does not pay Park County property taxes. Non-residents may receive a temporary card.

 

Teacher

Educators in Park County are eligible for a teacher card in addition to a resident card.

 

Organization or Company

Company/organizational cards will be issued free to any company/organization in Park County.

Borrower Responsibilities

Each person issued a library card is responsible for all materials checked out on that card, whether it be a card issued free of charge to a resident, a card issued to a student in the Meeteetse school district, a card in good standing held by a resident of another county in Wyoming, or a card issued to a non-resident who has paid the annual fee.

 

The library may impose such penalties as it deems necessary in order to assure fair use of its services or to ensure the return of borrowed materials and charges are paid. Failure to return materials may result in the loss of borrowing privileges until the materials are returned.

 

Loan Policy

The Park County Library System (PCLS) will place limits on the number of items that may be checked out on a library card. These limits will depend on the format of the items and the patron category. All loan periods shall ensure maximum public use and shall be in accordance with standard library practice. This includes renewals.

 

Items that are lost or returned damaged will be charged to the responsible party.

 

Interlibrary loan is used to supplement the library’s collection by borrowing materials from other libraries locally, statewide, or nationally. Patrons in good standing may make interlibrary loan requests. A fee may be charged for an item borrowed from any institution outside of Park County.

 

Other materials, equipment, and technology are available for checkout by patrons of PCLS. These items have different circulation rules applied, including length of checkout, fees, and replacement or damage charges.

Code of Conduct

Standards of Behavior

Welcome to the library. All patrons have a right to quality library service in an atmosphere that is calm, safe, and free of disturbances from others. While here, patrons will be considerate of others. The library has created the rules and policies in this Code of Conduct to ensure a positive library experience for all patrons of the Park County Library System (PCLS).

 

To this end, all patrons are required to adhere to such rules and policies while the PCLS reserves the right to take any action necessary to ensure a safe and appropriate environment.

 

The PCLS Board determines all library rules and policies except in the case of the Meeteetse Library which is also governed by the Park County School District #16.

 

Enforcement of these rules and policies will be conducted in a fair and reasonable manner by the Director and designated staff, who are responsible for interpreting these rules and policies. Any person who violates these standards will be treated in accordance with the Consequences of Misconduct as spelled out below.

 

Prohibited Behavior

Food or Drink

Eating and drinking in the library may be allowed in designated areas at each library. Patrons are expected to clean up after themselves.

 

Restroom Use

Using the public restrooms for grooming or as laundry facilities is prohibited.

 

Selling, Soliciting, Mass Distribution of Materials, or Panhandling

Selling, soliciting, panhandling, or mass distribution of unapproved materials is prohibited.

 

Public Displays of Obscene Material

Public displays of obscene or visually disturbing material that interferes with the ability of others to use the library, or as prohibited by law, is prohibited.

 

Loitering

Patrons shall be engaged in activities associated with the use of a public library while in the building.

 

Disruptive groups are prohibited. All parties of the group may be subject to enforcement of the rules.

Loitering in the library, entryway, or library property thereby creating a nuisance to those who are trying to enter or exit the building or to use the library resources is prohibited.

 

Sleeping

Sleeping is prohibited.

 

Furniture and Property

Leave furniture in its place. Avoid putting feet on the furniture. Use the library's facilities, materials, and furnishings as intended.

 

Inappropriate Language

Inappropriate or abusive language is prohibited.

 

Personal Belongings

Sleeping bags, bedrolls, and packages in bulk or quantity that cannot be stored entirely under the owner's chair are prohibited. Personal belongings should not be left unattended anywhere on library property.

 

Smoking/Vaping

Smoking is prohibited inside the building, in all entryways, outside patios and areas used for children’s playgrounds, and in library vehicles. Smokers and vapers must be at least 25 feet from any entrance to the library.

 

Odors and Dress Code

Anyone whose bodily hygiene or odor constitutes a nuisance to others may be asked to leave the building. Being fully clothed, including a shirt, shoes, and pants, dress, or skirt, is a requirement of using the library.

 

Harassing Behavior

Harassing behavior is prohibited. Harassing behavior may take many forms: unwanted conversations, verbal abuse, advances of a personal or sexual nature that intimidate or make the other party uncomfortable, harassing or obscene gestures or sounds, offensive touching, staring at library staff or at other patrons so that performance of their duties or use of library resources is materially disrupted, and intentionally monopolizing staff time so that performance of duties is materially disrupted even after the staff member has clearly indicated that a reference or customer service transaction has ended. For the purposes of enforcing the library's Code of Conduct, harassing behavior directed at a library employee by a library patron shall include behavior which occurs anywhere both on and off library property, over the phone, by mail or any electronic source.

 

Disturbing Noise

Disturbing anyone by unreasonable noise (e.g., cell phones, videoconferencing applications, loud conversations, loud singing, radios, other electronic devices with headphones turned up at an unreasonable volume) is prohibited.

Following/Stalking

Stalking others in the library is prohibited. Stalking is the willful, malicious, and repeated following and harassing of another person. Following/stalking behavior directed at a library employee by a library patron shall include behavior which occurs anywhere both on and off the library property.

 

Abusive Behavior

Abusive behavior, such as threats or violent behavior toward staff or patrons, is prohibited.

 

Unsafe Behavior

Unsafe behavior such as roughhousing, climbing on furniture, running, or any other potentially injurious action, is prohibited.

 

Trespassing

Trespassing is prohibited. To trespass includes entering any library building during a period of suspension of library privileges, entering any non-public area of the library, failing to leave the library immediately upon closing, or being in the library before or after public hours without express permission from authorized library personnel.

 

Unlawful Behavior

Unlawful behavior while in the library or on library property, including, but not limited to, weapons violations, assault, indecent exposure or sex acts, unlawful use of drugs or alcohol, damage to library property, theft, attempted theft, threatening with a weapon, public drunkenness or intoxication, public urination or defecation, is prohibited.

 

Consequences of Misconduct

Suspension of Library Privileges Notification and Appeal Process

Patrons who do not comply with PCLS’ Code of Conduct may be asked to leave the library for a period of one to 30 days by the branch manager or person in charge. The Director manages any proposed suspension of 30 days to up to one year. Misconduct, when a violation of the law, will be referred to law enforcement. Any conviction under such misconduct shall result in a loss of library privileges, as determined by the Director.

 

Immediate Suspension with Further Action to Follow

The following behaviors will not be tolerated:

 

  • physical abuse or assault

  • fighting or challenging to fight

  • making violent or threatening statements

  • damaging, destroying, or theft of library property

 

Authorized library staff may instruct anyone displaying these behaviors to leave the library facility immediately. Police may be called and additional legal action may occur, as appropriate. In addition, based on the severity of the situation, a suspension of library privileges for up to one year will be applied without advance warning or prior suspension. Library staff will notify library administration immediately, where a determination of the appropriate suspension period and procedures will be assigned by the Director.

 

All other prohibited behaviors will be addressed in the following manner:

 

  • First Violation - Initial warning and given copy of the Code of Conduct

  • Second Violation - Library privileges suspended for the day

  • Third Violation - Library privileges suspended for seven days

  • Fourth Violation - Library privileges suspended for up to a year

 

Circumstances, including the seriousness or continuing nature of the conduct, may warrant immediate suspension of library privileges.

 

At the recommendation of library staff and branch managers, the Director or designee will issue a letter to the patron specifying the behavior that violated the Park County Library Code of Conduct, the penalty for doing so, which may include a suspension of library privileges from all Park County libraries and facilities, and the designated suspension time of up to one year.

 

At the recommendation of the Director, the Library Board may suspend a patron from Park County library facilities for a period of one year or more if the patron's conduct is deemed an ongoing threat to library patrons or staff.

 

Any patron who has had his or her library privileges suspended may appeal once in writing to the Board of Trustees of the Park County Library System. An appeal petition must be mailed or delivered to the Director at Park County Library System, 1500 Heart Mountain St, Cody, WY 82414 within 15 days of the suspension. The appeal petition must include all reasons the patron believes he or she is not in violation of the Park County Library System Code of Conduct or why the suspension is not appropriate.

 

The Board of Trustees of the Park County Library System, upon hearing the petition during a public meeting and then voted on, will issue a written determination of the appeal within 60 days of the receipt of the petition. The Board may uphold or overturn the suspension. The determination is final.

 

Service Animals

In accordance with the Americans with Disabilities Act (ADA) (28 CFR 35.136) and Wyoming State Statute (§ 35-13-201), service animals are welcomed and permitted in all Park County Library facilities. The library also welcomes service animals in training. The library expects service animals to display proper social behavior skills and manners while in the library facilities. Service animals are expected to work calmly, quietly, and should be on a leash at all times except as indicated below. Similarly, service animal owners are expected to interact with their service animal in a quiet and calm manner. The library is not responsible for the care or supervision of a service animal.

 

Exceptions/Removal of a Service Animal

If at any time service animal's behaviors or actions pose an unreasonable or direct threat to the health or safety of others, or if the service animal does not conform to these guidelines, it may not remain in a library facility. In accordance with ADA guidelines, non-compliance of guidelines can be grounds for a request to remove a service animal from a library facility.

 

Vulnerable Patrons

Everyone is welcome in our libraries. We are concerned about the safety and welfare of all, including children. We recognize parent/guardian responsibility for the behavior and well-being of those in their charge, and respect the privacy of all library patrons. We intervene only when we determine a patron is at risk.

 

Vulnerable Adults

Vulnerable adults, as defined by Wyoming Statute, who can understand and follow the rules of conduct as outlined in the library’s Code of Conduct are welcome to be in the library. For their safety they should have contact information for a parent/guardian or caregiver who can assist them in an emergency.

 

Vulnerable adults who are unable or unwilling to care for themselves must have adequate supervision at all times. A guardian or caregiver 18 years of age or older must be responsible for monitoring the activities and managing the behavior of vulnerable adults during their library visits. The library assumes no responsibility for vulnerable adults left unattended on the library premises. Staff members are responsible for assisting all library customers and cannot adequately monitor unattended vulnerable adults.
 

Children

PCLS welcomes the use of its services and facilities by children. The library encourages parents to consider the safety and well-being of their children and the needs of other library users of all ages.

 

Staff members are committed to:

 

  • Helping children find materials for school work and recreational reading,

  • Providing an environment that encourages study and exploration,

  • Planning programs that inform and enrich,

 

Staff members are also committed to the well-being and safety of children. However, library facilities are not designed or licensed to provide basic childcare needs. Children must be 8 years old or older to use the library on their own. Children under 8 must be accompanied by and within sight of a responsible party at least 12 years old.

 

Parents are responsible for the behavior of their children in the library, whether or not the parent or authorized caregiver is present. If a child is disruptive, staff will follow the library’s Code of Conduct. If the disruptive behavior continues or if a child is too young to use the library alone, staff will attempt to contact the parent/guardian to pick up the child immediately. If the parent/guardian cannot be contacted, staff may call local law enforcement for assistance.

If a situation arises with a vulnerable adult or child which may include illness, unacceptable behavior, emergency closing, or lack of transportation after regular hours, library staff may attempt to contact the parent, guardian, or caregiver. Local law enforcement may be contacted for assistance if attempts to reach a caregiver or guardian are unsuccessful. Under no circumstances may a library staff member drive a vulnerable adult or child to any location.

 

Collection

Purpose of a Selection Policy

The purpose of the Park County Library System (PCLS) materials selection policy is to guide the library staff in selecting materials and informing the public about the principles upon which selections are based.

 

Materials Selection - Mission

PCLS obtains, organizes, and provides access to recreational, educational, and informational materials for the community. The library maintains an up-to-date collection of representative works in all fields of knowledge. The collection contains works of permanent value, timely materials on current issues, and items that are in popular demand.

 

The library selects materials to meet the needs of the general public, businesses, professionals, and government and community organizations. Though it is not the function of the Cody and Powell libraries to assume the services of school libraries, the library works cooperatively with all the public and private schools of the county in providing complementary library services for children in the community. The Meeteetse library serves as both the public and school library.

 

PCLS endorses the concepts set forth in the Library Bill of Rights and the American Library Association Freedom to Read Statement.

 

Responsibility for Selection

Ultimate responsibility for the selection of library materials rests with the Director who operates within the framework of policies determined by the Board of Trustees of the Park County Library System. Library assistants and librarians who are qualified by reason of education, training, or experience share this responsibility.

 

The Director delegates collection responsibilities, oversees collection processes, and ensures that selectors' choices reflect the Materials Selection Policy. The Director makes appropriate selection tools available and manages selectors' spending and selection decisions to ensure a balanced, relevant collection and a flow of new materials throughout the year.

 

Principles of Materials Selection

Library materials are chosen for values of interest, education, and enlightenment of all the people of the community. Materials are not excluded because of the race, color, nationality, sexual orientation or gender identity, or the political or religious views of the writer.

 

The library strives for the fullest practical provision of materials presenting a balance of viewpoints concerning the international, national, and local problems and issues of our times. Materials of sound factual authority are not proscribed or removed from the library shelves because of partisan or doctrinal disapproval. The library does not promote particular beliefs or views; it provides a diversity of resources for examination and comparison by the individual.

 

The selection of adult materials is not limited by the possibility that books may inadvertently come into the possession of minors. The content read, viewed, or listened to by minors is the responsibility of parents and legal guardians.

 

Censorship of material is to be challenged in order to maintain the library's responsibility to select materials that are carefully balanced to include various points of view on any subject.

 

Responsible selection is based upon a thorough knowledge of the community and its needs. Material selection may take into account the holdings of other libraries, organizations, or businesses as part of the total material resources of the community.

 

Methods of Materials Selection

To build collections of merit and significance, materials are measured as much as possible by objective guidelines. Materials are evaluated based on the entire work rather than the individual parts. All materials are selected based on one or more of the following criteria (in no particular order).

 

Selection Criteria:

 

  • Contemporary significance,

  • Popular interest,

  • Permanent or definitive value to its field or the community,

  • Accuracy, clarity, and comprehensiveness of information,

  • Currency of information,

  • Reputation and/or authority of the author, artist, publisher, or producer,

  • Literary or artistic merit,

  • Balance of ideas and perspectives (within the item and/or the collection),

  • Local/regional interest or origin,

  • Language of origin,

  • Relation to the existing collection and to other materials on the subject,

  • Availability of materials in other libraries,

  • Cost and availability,

  • Physical or technical quality and format of use,

  • Critical reviews,

  • Recommendations of authorities in specialized fields,

  • Professionally accepted bibliographies, and

  • Actual examination of materials.

 

All requests from patrons for specific titles or subject requests are considered.

 

Since the Meeteetse Library serves as both the school and public library, items will be selected for the school collection based on the school's policy and curriculum.

 

Gifts

The library welcomes gifts and donations of money, books, and materials. Donations are subject to the library system's collection policy. Items not added may be sold through our communities' Friends of the Library organizations or Park County Library Foundation to generate funds for the libraries, or may be donated to another institution. Donors understand that all gifts/donations are unconditional and final. The libraries have the sole right to determine their disposition, up to and including disposal. PCLS reserves the right to decline any donations.

 

Monetary donations should be made directly to the Park County Library Foundation.

 

Gifts to the Park County Library Foundation may qualify for a charitable deduction for federal income tax purposes; however, the library accepts no responsibility for establishing or verifying the value of donated items for that purpose and the library cannot determine actual deductibility. Donors are referred to their tax consultants for any questions regarding deductibility.

 

Weeding the Collection

Items are evaluated for deselection based on the materials selection criteria above. Items that are worn, outdated, of little historical significance, or no longer in demand are removed on a systematic basis. The library does not automatically replace all lost, damaged, or worn-out materials.

 

Materials withdrawn from the collection are given to the Friends of the Library or disposed of according to accepted library practices. 

 

Patron Request for Reconsideration of Library Materials

When a patron objects to the presence or classification of any library material, complaints are referred to the Director. If a patron objects to an item, she/he is given a copy of the form "Request for Reconsideration of Material" to fill out.

 

The Director examines the item in question and obtains any relevant information on selection criteria and procedures from the selector. The Director determines whether the item conforms to the standards of the Materials Selection Policy. The Director then decides whether or not to withdraw or reclassify the material in question and responds to the complainant in writing giving the reasons for the decision. The Board of Trustees is notified of the complaint and of the Director's decision.

 

If the patron wishes to contest the decision, she/he may present the complaint to the Board of Trustees. The Board considers the complaint and the Director's recommendation and makes a determination regarding the complaint.

 

Materials subject to a complaint are not removed from use pending the decision.

Public Notice Boards

Space permitting, the library will post information from the community regarding local programs and events of an educational, cultural, or recreational nature within the limitations of available space. Posters and flyers advertising fundraisers by non-profit civic, educational, and community groups may be included. No political candidate or proposition materials, commercial promotions, or private events, such as yard sales, and “services provided,” are eligible for display. Potential posts/information will be approved by a staff member before posting on the boards.

 

Meeting and Study Rooms

Meeting and study rooms in the library provide space for library-sponsored and co-sponsored programs, and for other meetings and programs of an educational, cultural, intellectual, or charitable nature. They are available on equitable terms to all persons and groups, regardless of opinion or affiliation.

 

The following rules govern the use of meeting and study rooms:

 

  • Library-sponsored activities and Park County government meetings are given preference when reserving any meeting space.

  • For-profit organizations may use the meeting and study rooms for a rental fee.

  • Rooms are not available for private parties.

  • Rooms are not available for commercial activities, including sales, advertising, or soliciting sales leads for products or services.

  • No funds shall be collected on library property except for the sole benefit of the library or at approved library programs.

  • Meeting and study rooms are available during the library’s open hours. After-hours meeting room use may be available upon request.

  • All use must be non-secretive, open to the public, and free of charge.

  • Neither the name nor address of a Park County Library may be used as the official address or headquarters of an organization.

  • Use of the space in no way constitutes a sponsorship or endorsement by PCLS.

  • Meeting room reservations must be made by an individual 18 years or older. Study room reservations have no age restriction.

  • Reservations may be made up to three months in advance; exceptions may be made at the discretion of library staff. Study rooms may be available on a drop-in basis.

  • Alcohol is not permitted on library property.

  • Hanging items must be approved by library staff.

  • Groups are responsible for set up, clean up, and will be held responsible for any damage to rooms or contents. Rooms must be left in a neat and orderly condition.

  • Technology equipment is available for use. Technology help may be limited. Making prior arrangements to use technology equipment is requested.

  • A group representative is required to check in with library staff upon arrival and again when finished.

 

The Library Director is authorized to deny use of the meeting or study rooms to any group or individual that violates this policy or fails to adhere to the Code of Conduct.

 

Internet Use & Social Media

Internet Use

The Park County Library System (PCLS) does not monitor and has no control over content accessed through the internet as it is an unregulated global electronic network. The internet and its available resources potentially contain material of a controversial, offensive, or inaccurate nature. PCLS is not responsible for the availability, accuracy, or content of any accessed information.

 

Session management software is in use in the Cody and Powell libraries. The computers may be accessed with Wyoming library cards in good standing and guest passes are available for non-resident users.

 

Computers are available for public use. Parents/guardians concerned with their child’s access to the internet should accompany their child to the library to ensure their approval of what their minor child reads/views. PCLS assumes no responsibility for the minor’s use of library computers and the internet.

 

Internet use policies at the Meeteetse Library are in part governed by acceptable internet use as articulated in codes governing schools.

 

Internet users are expected to respect other library patrons. When accessing internet sites, library users of all ages, backgrounds, and sensibilities share the public areas in which the computer stations are located. If computer users disrupt other library services, or their behavior does not adhere to the Code of Conduct [link to Code of Conduct when this is posted online], the library reserves the right to end the session. Continued violations will be addressed per the Code of Conduct.

 

Patrons will not use the computer workstations or PCLS wireless service to:

 

  • Violate copyright or software laws,

  • Access any material that is harmful to minors, obscene, or related to child pornography in any way,

  • Install, alter, remove, or damage configurations, software, or hardware of library computers or any other system,

  • Engage in illegal activities,

  • Virtually harass others at PCLS or over the internet.

  • Transmit or receive illegal (including harmful or obscene) or disruptive material.

 

 

The library:

  • Cannot guarantee a wireless connection or access to all online resources.

  • Cannot protect personally sensitive data shared over the library’s system by the patron.

  • May limit the number of people who share the use of a library computer at the same time.

  • Designates some computers for use by special populations of users (children, teens, and adults). Overflow from these areas to other population usage computers is allowed as long as no one in the category designated for specific computer use is waiting.

  • Is not liable for damages to personal data, disks, or equipment resulting from the use of the library’s wireless services. Further, users should be aware that they are working in a public environment and that their activities can be observed and monitored by other patrons.

  • Releases records of an individual’s wireless usage only as required by law. Patrons are responsible for purging their own usage from the system. Any retrievable records become public property.

  • Can monitor public computers electronically and reserves the right to do at any time.

  • Staff will assist patrons in using all resources provided by the library.

 

Failure to use the public computers and wireless internet service in compliance with the stated rules may lead to denial of internet access and public computer use privileges.

 

Social Media

The PCLS wishes to encourage dialogue and new learning opportunities with the community through the use of various web tools. PCLS has established social media sites to inform library users about library programs, announcements, events, and materials.

 

Purpose

The libraries’ social media sites are not intended to be traditional public forums for the general exchange of ideas and viewpoints, but instead are a limited forum for discussing library programs, events, and materials.

 

Courts have recognized that libraries are limited public forums and as such, are only obligated to allow the public to exercise rights that fit with the purposes of the library. All postings related to library programs, events, and materials are permitted, except as otherwise stated in this policy.

 

Acceptable Behavior

PCLS wishes to encourage engaging dialogue and all social media usage will adhere to the behavioral standards established in the library’s Code of Conduct, and any other relevant policy. This Code of Conduct is designed to foster an atmosphere of mutual respect and courtesy and applies to all patrons, volunteers, staff, and visitors while physically on library property or when virtually engaging with the libraries’ social media platforms.

 

However, we do reserve the right to delete comments at any time that violate the Code of Conduct and any other relevant policy. The library also reserves the right to block users temporarily who have posted in violation of these terms.

 

 

Disclaimer

The library is not responsible or liable for the content of postings by third parties on any library-sponsored social media site. All postings, unless specifically designated otherwise, do not reflect the opinions or positions of PCLS libraries, its employees, or the Board of Trustees.

 

By posting on the library’s social media sites, users acknowledge their comments are public and therefore give the library permission to use their name, profile picture, and the content of any posting or comment they make without any compensation to the individual who made the post or liability on the part of the library.

 

Privacy policies and usage restrictions are regulated by host social media platforms. For this reason, the library is not responsible for any privacy violations, comments, or restrictions performed on a social media platform level.

Patron Information

The Park County Library System (PCLS) protects each library user's right to privacy. Confidentiality exists when a library is in possession of personally identifiable information about its users and keeps that information private on their behalf. Article III of the Code of Ethics for the American Library Association states that confidentiality extends to “information sought or received and resources consulted, borrowed, acquired or transmitted,” including, but not limited to, reference questions and interviews, circulation records, digital transactions and queries, as well as records regarding the use of library resources, services, programs, or facilities.

 

Library records are held confidential by PCLS in accordance with Wyoming State Statutes -Article 2 – Public Records. These include, but are not limited to: “The custodian shall deny the right of inspection of the following records, unless otherwise provided by law: (ix) Library patron transaction and registration records except as required for administration of the library or except as requested by a custodial parent or guardian to inspect the records of his minor child.”

 

The Wyoming State Librarian is the custodian of patron records and the Integrated Library System data. He/She is the only one authorized to release information from the ILS database.

 

Confidential records, files, documentation, and/or information shall not be made available to any individual, organization, or entity agency of federal, state, or local government except as required by law.

 

No PCLS staff member or volunteer will disclose patron information outside of the organization unless required to do so by law. Volunteers and staff members will treat all information about patrons or library staff/volunteers in a confidential manner - including all information that may be passed through word of mouth, digital documents, and all other means of communication.

 

Security Cameras

Cameras may be installed in public spaces where individuals lack a reasonable expectation of privacy. Signs will be posted to alert patrons of their use in common areas of the library such as entrances, book stacks, public seating areas, meeting rooms, basements, and parking lots. Cameras will not be installed for the purpose of monitoring staff performance.

 

Access to Video Feed and Records

Although the library has access to live surveillance, cameras are not continuously monitored and the library is not responsible for the loss of property or personal injury.

 

Authorized staff shall notify the Director whenever archival video data is requested. Only the Director, or other staff as authorized by the Director, may release outdoor recorded video data to law enforcement in compliance with this policy. The Director must approve all requests for indoor footage from the security cameras. Patron access to video footage is not allowed without a lawful Order of the Court.

 

Recorded data will be accorded the same level of confidentiality and protection provided to library patrons by Wyoming State law and PCLS policies, with footage released only in accordance with and as required by law.

Unauthorized Use

Unauthorized use of the camera system will not be permitted. Any library employee who becomes aware of any unauthorized disclosure of a video recording and/or potential privacy breach has a responsibility to immediately inform the Director.

 

Emergencies

In any emergency, the first goal is to ensure the safety of patrons and staff. The second goal is to preserve and secure all physical property and the building itself.

 

Patron Emergencies

In case of medical emergencies, call 911. If a patron is highly disruptive, library staff may call the police or 911.

 

Facility Emergencies

In the event of emergencies such as fires, explosions, chemical spills, toxic fumes, or armed intruders, the person or persons in charge of the Cody and Powell libraries will evacuate the building. Meeteetse library staff will follow school procedures. For power outages or weather-related emergencies, the person or persons in charge will determine whether to close the library.

 

Purchasing Policy

Park County Library Staff and Board have a fiduciary responsibility to faithfully manage the financial assets entrusted to them by the citizens of Park County. As stewards of these funds, Staff and Board are subject to the following requirements and guidelines.

 

The following summary is intended to provide sufficient guidance to ensure timely and responsible purchases of the goods, equipment, and services necessary for Library operations.

 

  1. Purchases of goods or services of smaller valued items or services – less than $10,000 – may be purchased directly from approved vendors without a formal request for quotes or call for bids.

  2. For certain eligible materials or services typically valued at more than $10,000 and less than $50,000, purchases and/or procurement of services may be accomplished through an informal Request for Quotation (RFQ) from qualified vendors. When possible, a minimum of three (3) quotes shall be obtained from vendors.

  3. Certain projects and/or services may require some flexibility in methods or scope to achieve the stated goals. These projects and/or services may be better served through a Request for Proposal (RFP) Process. For purchases or services of less than $50,000, the RFP process may be informal. For purchases or services of more than $50,000, a formal process shall be employed.

  4. The Park County Library Director will communicate with the Park County Library Board about planned purchases of goods or services of more than $10,000 and less than $50,000 and will follow the applicable RFQ process. For planned purchases or projects of more than $50,000, the Director and Board will work together to develop a formal RFP.
