The New Powell Library Project

The new Powell Library, located at 217 East 3rd Street, officially opened to the public on Friday, April 24, 2026, with a community-wide Grand Opening celebration from 1:00 to 5:00 p.m.


The event drew an incredible turnout, with the Powell community filling the building from the moment the doors opened. Following welcoming remarks from Director Karen Horner and Park County Commissioner Dossie Overfield, visitors stepped into a space that is bright, open, and thoughtfully designed for connection and exploration.


The new library features an open layout filled with natural light, a centrally located circular circulation desk, a large community meeting space, and a spacious activity room.


Throughout the afternoon, guests enjoyed a variety of activities and experiences. The Homesteader Museum presented a slideshow and artifacts showcasing the history of the Powell Library. The activity room offered a hands-on craft and cookies from The Loaded Cookie Company. Community members explored the space, signed up for library cards, checked out materials, and began using the meeting rooms and computers right away.


The celebration remained lively for the full four hours, with a steady flow of visitors moving through the building. Guests also had the opportunity to view behind-the-scenes spaces, including staff work areas, which are not typically open to the public. The Friends of the Library book nook welcomed visitors who browsed and purchased gently used books.


The Grand Opening marked not only the unveiling of a new building, but also the beginning of a vibrant new chapter for the Powell community.

Since the 1980’s, community members in Powell have been voicing the need for a new library that meets the needs of a growing community. That dream is finally becoming a reality. Thanks to a partnership between local, county, state, and federal resources, a larger and more modern library is being built in downtown Powell, Wyoming.


As Park County Library Director Karen Horner explains:

“In 2024 a grant opportunity became available that allowed Park County Library to apply for a construction grant from the State of Wyoming utilizing designated federal dollars… If everything goes as planned, the completion of the project will be done sooner than anticipated which will allow the library to then begin the long process of setting up for a Grand Opening.”

The timeline below highlights the journey so far, from early planning to the grand opening.

2023: Securing the Vision

  • September 2023 – The Powell City Council pledged $10,000 in support of the Park County Library Board’s grant application to the Wyoming Library Multi-Purpose Community Facility Program (WLMCF). The board applied for up to $10 million to remodel and expand the Powell Library.

  • December 2023 – Powell received notice of approval for nearly $8.5 million in state funding through WLMCF, funded by the federal American Rescue Plan Act (ARPA). Park County commissioners committed up to $3.2 million in ARPA dollars to help cover remaining costs for the proposed 14,000-square-foot building.

2024: From Planning to Demolition

  • Spring 2024 – Johnston Architects and GSG Architecture advanced designs for the new library, focusing on open, flexible spaces.

  • May 2024 – The Powell Library temporarily relocated to Homesteader Hall at the Park County Fairgrounds to continue serving the community during construction.

  • August 2024 – Demolition began on the existing 9,000-square-foot library building, which had served Powell for more than 80 years.

  • September 2024 – The library secured an additional $890,000 in state funds, bringing total state grant support to more than $9.3 million.

2025: Building the Future

  • February 2025 – Foundation work began. Groathouse Construction, Inc. poured more than 7,000 square feet of concrete, installed electrical floor boxes, and completed under-slab plumbing.

  • Summer 2025 – Construction progressed quickly: steel beams were painted, interior framing began, and utilities were installed.

  • September 2025 – With less than three months to completion, the new library’s open, airy design is coming into view.

A Library Rooted in Powell

The new Powell Library has been thoughtfully designed to reflect the spirit and history of the community.

Inside, visitors will find:

  • Reclaimed wood from local wind fences woven throughout the interior

  • Custom windows etched with native grasses and a covered wagon motif

  • A one-of-a-kind circulation desk crafted from local wood and inlaid with river rocks contributed by community members

The space blends modern design with local identity creating something that feels unmistakably Powell.

Designed for Community, Built for the Future

The 14,000-square-foot facility offers a transformation from the previous building, with:

  • Bright, open spaces filled with natural light

  • Dedicated children’s and teen areas, including cozy nooks and interactive features

  • A calming room designed for individuals with sensory needs

  • Multiple meeting spaces, including a large community room

  • A Friends of the Library retail space near the entrance

  • Expanded storage and staff work areas, including a dedicated breakroom

Every inch of the new library has been intentionally designed to be functional, flexible, and welcoming.

The opening of the new Powell Library marks more than a century of library service in Powell and an exciting new chapter for the community.
